Phil on the Environment: A Record Second to None

Phil has earned the endorsements of the Sierra Club & Friends of the Earth in every one of his Council races dating back to 1998.

Phil authored the District's comprehensive Urban Forestry Preservation Act.

Phil pressed the Executive to establish TMDLs for the District's waterways, overdue per the Kingman Park litigation.

Phil led the fight on the Council to keep Klingle Road closed and reclaim Klingle Valley as green space.

Phil used his position on the Council of Governments' Transportation Planning Board to remove funding at the regional level for the Mingle Road reconstruction and voted against the Inter County Connector.

Phil opposed the baseball stadium project and fought for a "preen" stadium when the stadium deal finally passed.

Phil is a member of the Metropolitan Washington Air Quality Committee, having chaired it several times where he has pushed for regional compliance with the Federal Clean Air Act.

Phil co-introduced the SmokeFree Workplace legislation and opposed the recent amendment to carve out exemptions for special events. He also authored legislation that establishes voluntary "no smoking" zones around buildings.

Phil fought for CNG busses, and to address excessive bus idling issues via his introduction of the Motor Vehicle Excessive Idling legislation.

Phil supports a robust alternative transportation plan, including: bike lanes, enhanced bus & rail service, and walkable communities.

Phil co-introduced the "Anacostia River Clean Up & Protection Act" to provide funding for river clean up as well as reduce the number of plastic bags used and discarded.

Phil co-introduced the "Green Buildings Amendment Act" and then fought for amendments to further strengthen the legislation.

Phil authored and pushed through the first "Renewable Energy Portfolio Standard" legislation as well as legislation to kick-start and expand the Reliable Energy Trust Fund.
